Council sets tax request and levy for 2017-18

Following a public hearing on Tuesday, Sept. 5, the Gothenburg City Council has approved a resolution to adopt a budget for 2017-18, and set the final tax request and resulting levy.

The total budget of $18,398,761, including cash reserves of $2,330,173, carries a tax request of $703,555.90, the same as last fiscal year, based on a levy of .329455. The total levy includes the airport tax request of $101,228 ($70,000 for general operations and capital outlay, and $31,227.60 for loan payments) for a total levy of the city and airport of 0.376857. The total certified property valuation for the city for 2017-18 is $213,551,383.

Following the budget hearing, the council also approved an additional 1 percent restricted funds authority. The FY17 restricted funds authority from last year was $2,381,209.14. There is a base limitation increase allowed of 2.5 percent, plus an additional 1 percent increase allowable by a vote of at least 75 percent of the City Council, which would allow a total increase of 3.5 percent, or $83,342.32. This would leave a total restricted fund authority of $2,464,551.46, which minus the budgeted restricted funds for FY18 of $2,131,705.90 leaves a total Unused Restricted Funds Authority of $332,845.56.

Another item of discussion on the Sept. 5 agenda was one that has previously come up before the council, particularly at this time of year. With truck traffic coming down Ave. D toward the elevator, a request had been made to redesign the corn er at Ave. D and 10th Street to make it easier for large trucks to turn that corner heading west.

Two different options for the corner were presented to the council which would eliminate some parking along the west side of Ave. D in front of the Pinpoint office. The total estimated cost for the intersection modification is $38,662.20. Both options would cut off a significant piece of the southeast corner of the property.

Due to harvest season getting underway soon, the Council did not feel like there is enough time to complete this project yet this year. The Council also had concerns about the cost involved and the precedent it might set with other properties. No action was taken on the matter.

In other business, the council:

• approved the second reading of a number of city ordinances which have just been updated to meet with new state standards

• approved the liquor license renewal for Nebraska Barn & Grill

• approved a pay request to Paulsen, Inc. for the street improvement project

• approved a resolution to adopt a hazard mitigation plan

• approved the annual contract for City Administrator Bruce Clymer.
